Cayenne is vey hot. Chili powder not spicy at all.
Cayenne is powdered red pepper, and very hot. Chili powder is powdered chili peppers and usually fairly mild, unless you get specialty chili powders (like chipolte)…..
Cayenne is one type of chile pepper. It is very spicy when fresh, but it’s heat fades quickly in the spice cabinet. You can get them dried whole, or ground into a powder (more common)
Chili powder is a blend of several spices, including some ceyenne. That’s what is used for lots of southwestern cooking and “chili” soup/stew.
The Cayenne is a red, hot chili pepper used to flavor dishes. So nothing. is difference there, maybe I am misreading your question…..
Cayenne is made just from grinding the cayenne pepper and is a sharpe hotness, with a course smokey mildness.
Chilli powder can be any blend of many different dried chilli peppers so can vary in taste and hotness.
Traditional chilli is always used in Asian cookery to make currys, along with the traditional chilli con carne.
Some European recipes require the cayenne for it’s balance within a certain dish.

cayenne is but one type of chile pepper!! others are anaheim, NuMex Big Jim, jalapeno,
the type of chile pepper used in any recipe depends on the flavor you want the dish to have. All the peppers give a different flavor to whatever they are put in.
