When baking soda is added to vinegar, a chemical reaction occurs and releases carbon dioxide. If water is added to the vinegar before it is mixed with the baking soda, what would happen to the reaction rate?

you just decrease the concentration of acetic acid in vinegar, you see less bubbles meaning less vigorous reaction

The solution of vinegar will become dilute the rate of reaction will become slower.
