What does adding vinegar to the wash do?
Is it supposed to be added during the rinse cycle (while the water is filling up)?
What kind of vinegar should be used, and how much?

It takes away the film that fabric softener leaves. I only use vinegar when doing towels, it helps keep them fluffy. I use about 1/4 cup a load!
White vinegar can be used in the laundry to help remove all traces of detergent, remove odors, reduce lint, soften clothes, reduce static cling, and help keep pet hair from clinging to clothes.
Use 1/2 cup of white vinegar in the rinse cycle.

Sure you can add it during the rinse cycle while water is filling up. Plain white vinegar is just fine. Use 1/4 – 1/2 cup.
If you run out of conditioner after washing your hair, you can use the plain white vinegar also. Use average size water class, add 1 to 11/2 inch vinegar to water, pour on hair and rinse. Very good results, nice and soft. Vinegar odor will dissipate very quickly.
Vinegar also helps to set the dyes in your clothing. It can keep them from bleeding in future washes.
