Do you need rice vinegar to make white rice for onigiri in a saucepan?
I heard that you only need rice vinegar if your going to cook your rice in a saucepan, but if you use a rice cooker you don’t need it. Is that true? And If I wanted to use 1/4 measured uncooked rice, how much water would I need and if needed, rice vinegar?

You can omit the vinegar, but it will taste different.
For 1/4C rice you will nee 1/2 cup water and a splash of white wine vinegar.
